How Much Does an ADU Permit Cost? 30 Cities Compared

Each city's own worked example for a new detached accessory dwelling unit, from a $130 filing fee in New York to about $20,500 in San Francisco: 7 cities under $1,000, 14 between $1,000 and $3,000, 5 between $3,000 and $10,000, and 4 above. Short answer: it depends on the city far more than on the unit. Using each city's own fee schedule and worked example for a new detached accessory dwelling unit of roughly 500 to 900 square feet, the city's fees run from a $130 filing fee in New York and about $530 to $800 in Jacksonville, Louisville, Baltimore, Fort Worth and Houston, through $1,000 to $3,000 in 14 cities, to about $12,600 in San Jose, $17,200 in San Diego, $17,800 in Portland with its development charges waived and $20,500 in San Francisco. The fee basis explains most of it: the Texas cities price by square footage because state law bars valuation-based fees, Indianapolis and San Antonio charge flat rows, and the California, Arizona and Pacific Northwest cities price on a valuation of $170 to $186 per square foot and then add plan review at 50 to 100 percent of the permit. Impact fees sit outside every one of those figures and can exceed them: Miami's city impact fee is $8,099 on a unit whose permits cost $1,800, Portland's four System Development Charges are $18,962 in the city's sample, and Sacramento's estimate roughly doubles at 750 square feet when the state's impact-fee exemption ends. The status bands the city's own worked example for a new detached ADU as the city page states it on the date it was last verified, counting only city fees (permit, plan review, zoning and the trade permits where the city's example includes them); each example says whether trade permits are inside or extra. Examples differ in size and construction value because they are the cities' own, so compare them as the city's answer to a typical unit, not as a priced-alike quote. The conversion column gives the city's example for an attached unit or a conversion where it publishes one. Impact fees, development charges, utility connection charges, school fees and deposits are listed separately and are never inside the band. What the comparison shows

A 150-to-1 spread, and the fee basis explains most of it

Baltimore, Fort Worth, Houston, Jacksonville, Louisville, New York, Philadelphia charge under $1,000 for the city's own detached-ADU example; Albuquerque, Charlotte, Chicago, Dallas, Indianapolis, Kansas City, Los Angeles, Miami, Milwaukee, Phoenix, Pittsburgh, San Antonio, St. Louis, Tucson between $1,000 and $3,000; Cincinnati, Long Beach, Minneapolis, Sacramento, Seattle between $3,000 and $10,000; and Portland, San Diego, San Francisco, San Jose above $10,000. The cheap cities share a basis: New York files an 800 sq ft cottage at $0.06 per square foot with a $130 minimum; Houston, Dallas, Fort Worth, Louisville and Milwaukee price by the square foot (Texas Local Government Code 214.907 and HB 852 bar valuation-based residential fees); Jacksonville charges per 100 square feet against minimums; Baltimore and Indianapolis use flat code lines. The expensive cities price on valuation and then multiply: Los Angeles adds plan check at 90 percent of the permit, Phoenix 80 percent, Seattle 100 percent, Portland, Minneapolis and Albuquerque 65 percent, Tucson 50 percent, Long Beach 85 percent on a combination permit that is itself 150 percent of the building fee. San Diego's flat lines are the outlier: $8,085 plan check plus $8,402 inspection for any detached ADU over 500 square feet, before its $737 General Plan fee. San Francisco's bill is two bills, and the Planning Department's ($13,348 on a $300,000 cottage) is the larger.

Three cities use the same $170.80 per square foot, and land in three different bands

Phoenix, Sacramento and Tucson all value a wood-frame dwelling at $170.80 per square foot, the ICC figure, and Seattle uses $186.29, Long Beach $175.92 and Albuquerque $89.39. What they do next sets the bill. Phoenix charges $703 on the first $50,000 plus $9 per $1,000 and 80 percent plan review: about $2,124 for 600 square feet. Tucson charges $1,038 plus $9.64 per $1,000 and 50 percent review, and waives construction document review for a model plan: about $1,740 for a 600 sq ft model-plan casita. Sacramento's estimate for a 749 sq ft unit is about $5,272 because Fire Department, Planning, excise, General Plan and technology fees ride on the same valuation. Albuquerque's lower valuation, a 0.50 residential modifier and 65 percent review put a 750 sq ft casita at about $1,142 with trades. Seattle doubles its Table D-1 index for permit plus plan review: $3,453 on SDCI's own 500 sq ft example, up 18.7 percent from 2025.

Impact fees are the other half of the bill, and the 750-square-foot line decides them in seven cities

California bars impact fees on an ADU of 750 square feet of livable space or less, which the pages for Los Angeles, San Diego, San Jose, San Francisco, Sacramento and Long Beach each restate, and Maryland's 2025 ADU law does the same for Baltimore. Above the line the fees arrive at once: Sacramento's estimate goes from $5,272 at 749 square feet to $10,624 at 750 (park $2,617.50, flood control $1,575, transportation $1,154.64), Long Beach's fire, police and parks rates apply proportionally, and Los Angeles charges its Residential Development Fee and Dwelling Unit Construction Tax from 750 square feet. San Diego exempts the first two ADUs on a lot regardless of size. School fees have their own line at 500 square feet: $6,227 in LADBS's sample permit, $5.38 per square foot in Long Beach, exempt below 500 in San Diego. Where no exemption exists the impact fee can dwarf the permit: Miami's Chapter 13 fees are $8,099 at the single-family detached row on a unit whose permits total about $1,772, with county road and school fees on top; Phoenix collects impact fees in its growth-area zones; Tucson charges parks, streets and police fees on every casita; Albuquerque's schedule says the assessment varies; Houston says impact fees and utility taps are on top. Portland is the one city that publishes the whole stack: $36,721 for a new detached ADU in its sample, $18,962 of it four System Development Charges that are waived for a 10-year covenant against short-term rental. Seattle's King County sewer capacity charge is billed quarterly for 15 years, and Minneapolis's Metropolitan Council sewer availability charge is $2,485 per unit when it applies.

The add-ons that are neither permit nor impact fee

Nearly every city attaches something to an ADU that no other project pays. Chicago collects a $600 non-refundable deposit at submission and $500 per affordable unit when two or more ADUs are added. Miami charges a $105 certificate of occupancy and, to rent the unit, $300 registration then $250 a year. Dallas requires a $600 Board of Adjustment special exception for every ADU. Louisville's Planning application is $50, or $550 for a conditional use permit when the unit exceeds 800 square feet and 30 percent of the house. Minneapolis charges a $325 zoning application, Albuquerque a $160 site plan, Indianapolis a $140 Improvement Location Permit, Philadelphia a $189 use registration, Charlotte $475 of City stormwater and zoning review plus $180 to $300 for tree review. Milwaukee's assessor charges $450 per new dwelling unit. St. Louis requires a $120 Certificate of Inspection before anyone moves in, Cincinnati a $65 certificate of occupancy after the owner-occupancy covenant is recorded. Long Beach holds a refundable construction-and-demolition deposit of 3 percent of value, $3,167 on a 600 sq ft unit. Pittsburgh's zoning board hearing, if relief is needed, is $400.

Conversions cost less everywhere a city prices them, except where a minimum controls

Twenty cities publish a conversion or attached-unit figure, and it is lower than the new-detached figure in every one: about $469 for a $120,000 conversion in New York, $493 for a 500 sq ft interior unit in Baltimore, $514 in Louisville, $639 for an $80,000 basement in Kansas City, $865 in Indianapolis (no Improvement Location Permit), $908 in Pittsburgh, $1,175 in St. Louis, $1,425 in Charlotte, $1,529 in Milwaukee, $2,089 for a 400 sq ft garage in Long Beach, $2,098 in Minneapolis, $2,624 in Seattle, $2,864 in Portland, $2,937 in Cincinnati, $9,922 for an 800 sq ft attached unit in San Diego, $10,298 in San Jose and $10,400 for a $125,000 garage in San Francisco. Chicago is the exception that proves the rule: its formula computes to $396 for a 900 sq ft basement unit, but the $1,800 minimum for adding a dwelling unit controls, against $2,450 for a coach house. Philadelphia publishes only conversions, because new detached ADUs are not permitted there. Los Angeles prices conversions on the same valuation formula, and its sample permit is the one place a reader can see the whole bill: $8,800 on a $121,200 unit, of which the permit and plan check were under $1,500 and the school fees $6,227.

Where the figure is an average, a dated sample or a superseded rate

San Jose's figures are its fee estimator's averages of recent permits ($12,628 for a detached unit up to 750 square feet), not a schedule line, so a given project can land above or below them. Portland's only published total for a new detached ADU is a sample at July 2023 rates. Long Beach's Council adopted a new fee schedule effective October 1, 2026 that was not yet posted when the page was verified. Albuquerque switched its valuation basis to the February 2021 ICC table on July 1, 2026, so its $89.39 per square foot may be superseded. Miami's code prints the residential rate as 0.50 without a percent sign. St. Louis's codified table prints $6 per $1,000 while the Building Division charges $10. Pittsburgh allows ADUs only inside an overlay district today, and its permitting page puts attached houses in a commercial category with a $605 minimum. Baltimore's ADU ordinance was still in committee past the state deadline, so its figures price a unit the zoning may not yet allow. The table flags those rows rather than resolving them.

Method

The 30 cities are the ones whose BuildPermitGuide pages have been rewritten from primary sources as of October 2026. For each city the ADU page quotes the fee schedule or ordinance, the building valuation table where one is used, the city's ADU bulletin, fee estimator or published sample permit, and the impact fee or development charge schedule, and works an example for a new detached unit and, where the city publishes one, a conversion. The figures in the table are those worked examples, counting city fees only: permit, plan review, zoning review and the trade permits where the city's example includes them. Each example states its unit size or construction value and whether trades are inside or extra, because the cities' own examples differ. Impact fees, development charges, utility connection charges, school fees and deposits are recorded in their own column and never inside the band. Nothing is estimated from another city's schedule, and where a figure is an average, a dated sample or a superseded rate, or the city's documents disagree, the row carries a flag instead of a resolution. Each city page carries the date its sources were last verified, and the change log records when a cited schedule changes.
