Building permits in Indianapolis are issued by the Indianapolis Department of Business and Neighborhood Services (BNS). Most residential permit applications are submitted online through the Accela Citizens Access (ACA) portal at indy.gov/agency/department-of-business-and-neighborhood-services. Processing times for standard residential projects typically run 3–9 business days; Private Provider option available for faster review.

2021 Indiana Building Code. Since January 2026, Indianapolis allows homeowners to hire Private Provider firms for faster plan review and inspections.

Inspections are scheduled through the ACA portal; 24-hour advance notice is required.
